"Do you have a pen?"

The other day I was scootering to church and I saw a police officer walking up to a work truck with his pad of paper in hand. The truck was parked on the sidewalk so the guy was presumbly getting a ticket for that. The cop started talking to the guy with a stern look on his face...all of a sudden he did the writing motion, indicating "Do you have a pen?". And I think the guy handed over a pen. I drove away and giggled to myself. Can you believe that? A cop issuing you a ticket and you have to provide the pen, it's like providing your own noose for a hanging or giving the gunmen bullets for your own firing squad. Only in Taiwan...
